According to Pete Hines, the Vice President and PR spokesperson of Bethesda Softworks, Fallout 4 will not have DLC exclusive to certain consoles.
In a reply on Twitter to a fan asking if the Xbox One version would get exclusive content or DLC first Hines stated, “we aren’t doing a DLC exclusive with anyone.”
