Microsoft explains how DLC works with backward compatability

A massive system update on November 12, 2015 for the Xbox One console will not only introduce a major overhaul to the console's dashboard but also will enable users to access a wide range of Xbox 360 titles as part of the system's backward compatibility function.Any disc-based or digital DLC one has already purchased will be available for games via backward compatibility. According to a Microsoft Representative, "we will support both digital and disc-based entitlements for Xbox 360 games running on Xbox One." However, as games are essentially emulated, one will not be able to purchase any new DLC via the Xbox Store on one's Xbox One. The Microsoft Representative notes "Right now, backward compatibility does not emulate the Xbox 360 store and new Xbox 360 games can be purchased on your Xbox 360 or via Xbox.com."

In order to access already own disc-based or digital DLC in relation to one’s Xbox 360 titles, access the Xbox One’s dashboard and go to Ready to Install for a particular game then click on Manage Game to access any previously purchased DLC.
