Bethesda announced recently that the console versions of Skyrim Special Edition will have size limitations for mods. The Xbox One version will have access to 5GB of space for mods, while the PlayStation 4 version will only have 1GB. The PlayStation 4 version of the game will allow players to modify and create their own content, but will not let them upload external assets.

The Elder Scrolls V: Skyrim Special Edition is available now for PC, PlayStation 4, and Xbox One. The Special Edition features mod support for consoles, remastered art and effects, volumetric lighting, dynamic depth of field, screen-space reflections, and new snow and water shaders. The title will support 4K resolution on the PlayStation 4 Pro.
