In an interview with Gamespot, Call of Duty Producer Jason Blundell explained why they decided to drop the campaign for the Xbox 360 and PS3.

The decision to remove a campaign from Call of Duty: Black Ops 3 certainly alienated the fans who enjoyed the campaign and are still on a last gen system. The idea behind dropping the campaign came from a lack of resources, and having to source outside of Treyarch Studios to create the game on all the attempted platforms(5 in total).

Treyarch is using Beenox and Mercenary Technology to create the game for both Xbox 360 and PlayStation 3. This leaves Treyarch all the resources they need to focus on creating a next generation performance on the current generation consoles, the Xbox One and PlayStation 4.

Blundell explained to Gamespot that its his job to push the current generation of consoles as far as he can, and he is going to do so faithfully. He also added, as a personal view that, “… the death of storytelling and the death of campaign is the death of society, […] As a medium, we have to tell stories. For Black Ops, it’s absolutely essential to continue the art of storytelling.”

Blundell claims to be in full support of the decision to axe campaigns on the previous generation consoles, but later on talking about how the end of campaigns is the ‘death of society’ is contradictory.
