Bethesda has revealed more about the game in the newest of S.P.E.C.I.A.L. educational videos. The trait in this video is Perception.
As the narrator keenly puts it, “It is the unfortunate truth that when you go above ground, you will be faced with many post-nuclear nuisances.”

The video describes Fallout 4’s Vault-Tec Assisted Targetign System, or VATS, which allows players to find their enemies points of weakness. Your perception directly affects your accuracy, so with a higher perception you can hit the highlighted areas more efficiently, thereby dealing more damage.
Your Perception will also keep you safe in “morally ambiguous” situations such as stealing items. The video will elaborate on this.
